Maybe it was changed again, but I personally stopped using it because I started to experience instances where the enemy dodged it, which made it far less useful to me. Would be cool if they changed it back, but I always thought the 100% hit rate was a bug and that the change after coli updated was them fixing it.
Oh, you mean dodging. All enemies can dodge all attacks now, but it happens so rarely it doesn't seem to matter here. You should try the build in the thread out yourself, I've experienced only one dodge and I just clobbered again since the build gives you so much breath and speed.
