I, for one, am actually curious about OP's suggestion and if it could help the health of the contest. They responded here clarifying their stance, but it confused me personally.
One of the issues I see with putting limits on who can win/how often is that it will make players leery of entering certain festivals.
As others have said, if they *really* want to enter a certain festival, and there seem to be festivals that are more popular than others, more players would be leery of entering the festival just before the one they want to enter, which means fewer entries/potentially lower quality entries.
I personally, from what I can tell, don't think that the health of the contest needs help. If the OP was correct and there are about 120 unique entries per fest, even with potentially two slots being taken up, then I don't think people are really being scared off (at least not in the numbers that are typically implied).
