I honestly am wondering if the OP is in my flight, as this looks like our playbook almost exactly.
And we do pretty good with it. If you have the right number of bodies and skillsets available, this works.
That's a big if, and I'm willing to bet the playbook isn't always going to work if you don'thave it all. It's like baking a cake without an ingredient. It might work... or you might get sludge or a dense mess.

This, I think what OP posted is ideal, but having enough people to cover all of that and avoid burnout is not always possible. I've noticed it in my flight, when they post recruiting, they add a decent amount of people, but they all slowly fizzle out within 3 months and about 1 in 3 remain. Some leave due to health, some change flight, some just lose interest in the site etc.
It needs a highly motivated group of people. Not necessarily a large group... just large enough to share the burden.
And it not working for a flight does not and should not reflect poorly on those trying. Done right, it's a finely tuned machine. Done wrong, it can work, but not always.
