I think you're overreacting a bit. Because there is worse. The one I pointed out? Has a 3 month cooldown.
Progen, yea it sucks, but it's an inconvenience at best. I'll do it next time I unden and redress mine... Which will probably be never.
However, putting your 3 month restore on cooldown unexalting a non progen could result in you losing a normal dragon in the case of a mistaken exalt later.
They're both stupid, but you're blowing up at the better of the two. Progens are stored intact and you get them back the same. I've had someone tell me their profile was intact.
If you don't like the achievements that's fine, but to say they shouldn't be achievements because you personally don't want to do them is ridiculous. If the site wants to give me some extra cash for something I already did then I'll take it. Not every achievement is there for you. There are some that I'll never complete, and that's fine because they're not there for me. They're there for other players with other playstyles. Just don't do the ones you don't like. It's that simple.
Yeah, that one's already unlocked for me, and I was relieved for all the reasons you give...but surprised. I've used that function exactly once - exalted a dragon I thought would no longer be useful for a breeding project, then came across a good mate for her - and that project's been over for years now.
Otherwise, the three-month cooldown just makes it too stressful to use in normal circumstances. It's much more valuable to have as an emergency insurance policy against accidental exalts of your permas and other valuable dragons. (Yes, obviously, keeping items on said dragons and etc makes it unlikely to happen anyway, but going by that logic, there's no need for a restore feature at all.)
I hadn't explored undone achievements thoroughly enough yet to realize 'unexalt progen' was a thing, which I've certainly never done and never want to. Definitely a thought that makes me cringe, even to do it extremely briefly for an achievement, though I might grit my teeth and go ahead if the day comes when I unlock literally every single other achievement. I'm too much of a completionist to relish being *that close* to 'done' forever.
And I agree, that's still the less potentially harmful of the two achievements, because it doesn't trigger a cooldown, even if it's the more inconvenient one for me personally.
(The point made elsewhere in this thread about how maybe it's there to educate newer players that the option even exists is a good one, but still...the achievement could have been 'visit the unexalt page and click this button to read about how it works' or something.)
(And tip for anyone else who does this: yes, probably your profile will be fine. But I'd save it in notepad or something just in case.)

Neither should be an achievement.
