I think it would kind of depend on how many pages and tabs the person has. If they've got 5-6 dragons per page artificially extending the number of dragons someone has to pick, then I'd say just pick one per tab. If they have everything as condensed as possible, sure, picking one per page per tab works. Kinda down to subjective taste, really.
