my dumb ass tried to get onto fr, and immediately assumed it was an issue with my computer when it timed out
i ran updates, ran the memory diagnostic tool, ran a malware scan, restarted a few times, restarted my router
its been two hours and i just now thought "hey, maybe i should try a different website and see if that loads"
