So apparently there was a... meme? I guess? a few years ago.. posted to ifunny, based on a tweet, someone made featuring said software (windows 95 era supposedly) that did put spinning skulls on accounts (probably clients) of people that passed away. It's unclear what the software was for, other than that the person filming the skull said it was for work. So like. The original source, and that part of the story, seems to check out. (I googled "old software that used skulls meme" and it was one of the first few results)
....But even if that was the source of inspiration, googling "rotating skull gif" gets you that same unedited skull? I can't even see an edited version like that of it in google search. So... I'm a little confused at how we ended up somewhere where there even was an edited nazi version in the first place? I can't say GifCities would've been my first pick (though admittedly seems like a neat site otherwise), I probably would have tried Tenor or something first because google spits those out first and if I'm just dressing up for a holiday I'm not gonna put that much effort into where a gif comes from... y'know? I'd just go with the first one that works. So I'm just?????
I can absolutely see now how on THAT site one could misclick the wrong one though, they're kinda small and there's several right next to each other and if I wasn't specifically looking for the bad one I can't say I would have noticed it at first either.

The whole situation is cringe.
