Yep, there is a gear icon on the abilities and stats page at the bottom of the area where the battlestones are.

When you hover over it it says 'click here to rearrange battlestones that are already locked in' or something like that.

You are welcome. The gear is relatively small and easily overlooked.

I just knew about it because I remember both all the suggestions that came up for this to happen and the happy posting when it happened and the announcement thread (I wanna say it was done when the coli was revamped) where they mentioned it.
