Easy answer is the Mire. Even after its recent revamp, I believe it's still the most efficient and profitable for leveling a pair of fodder with one Lv 25 trainer dragon.
If you're bored with that and still want to train, Ghostlight Ruins isn't too far a second.
At the other end of things, Training Fields and Woodland Path have some appeal; since everything in them can be killed with a scratch from a dragon with sufficient STR, they're good places for completely mindless grinding and/or killing a few minutes here and there; they don't have eliminates, but rare loot drops like eggs are still possible, ditto Blushing Pink Roses in the latter, and if nothing else you'll pile up a lot of food and crap for Baldwin.
From Scorched Forest to Rainsong Jungle, parties with a Lv 25 don't get XP, so the only reason to visit them is to farm for drops. Fanned Cockroaches from the Waterway are generally easy to sell, but I can't think offhand if other venues have more types of semi-valuable stuff to offer. Most venues also have a dedicated apparel set, so it's worth researching the values of those.
Boreal Woods/Crystal Pools/Harpy's Roost can all work for training two fodder, but not near as fast as Mire or Ghostlight, so they're not worthwhile outside of their dedicated elemental rests (Ice/Arcane/Wind).
You can also train two fodder at once in the Kelp Beds, but it requires a specific build and even then it's very challenging, risky, and overall still usually slower than Mire/Ghostlight.
It, and the other two Lv 25 venues, can be grinded in fairly easily with two trainers and one fodder, but again it's generally pointless to do so unless there's a fest (Water, Lightning, Arcane).
Also, on builds: if you're just starting out, you only need a single properly-built Lv 25 dragon with eliminate to do almost everything, and I heavily recommend a Mire Flyer. Although the lower two-fodder leveling venues have their own ideal builds, a Mire Flyer can still handle them. It can also farm solo in any of the pre-XP venues, though it helps to put a couple of sturdy tanks (even low-level dragons with all stat points in VIT) in the other slots if you want to do long streaks with bosses. And when you want to move on to the Lv 25 venues, it can function as one of the training pair in those (though again not with optimum efficiency).
Mire monks are amazing. The meditate build can start on almost any pack and requires less restarting, so it's actually slightly faster than a regular mire flyer.
