I mean, ARYT specified already completed plots so I don't see the problem tbh. The other plots (with possible exception to chests) are mostly useless as duplicates anyway. Waste of time and resources to go after it again (unless you want the hibden unlocks).
The genes are multi-use. What's so bad at letting people farm the genes? It's not like they stayed at a high price anyways.
And I mean, there can always be a limit to how many you can "tarp" so people can't farm only the genes. Even being able to tarp only half would eliminate so many duplicates.
