Tidelord was actually alluded to during Dustcarve Dig, but it was a pre-completed tunnel dialogue. It was implied he brought the river into the area with magic.
I think the main issue is that Tidelord's absence is tied with Bounty of the Elements. It as a whole is a lore+breed update, but since it takes a while to do all that art...
