Planned sure, respected is just a matter of courtesy. The dom system is generally incredibly boring and more spontaneous stuff would be fun, but it doesn't happen very often if at all due to the resources it usually requires.
it also doesn't happen often because everyone throws a bitchfit when it does. water or brit ordering 500 dragons from a few flights is clearly for an in-flight incentive, but now everyone is losing their mind about water trying to sabotage or steal nature's god-given right to dom or something.
lol I ain't heard that phrase in a hot minute lol. My granny used to say that to us whenever one of us kids would hit the other and then raise a fuss when retaliation happened.
