I believe that you can now apply effects to ancients and permababies. My ancient dragons have an effects slot and the first reply to the announcement post is a permababy with glitz

the quoted part is specific to effects that ONLY interact with apparel, which is not available for hatchlings or ancients. other effects that work on the dragon itself are available for hatchlings and ancients. apparel-only ones like sheen and possessed possessions will do nothing to ancients or hatchlings since they can't wear apparel.
