I think you can have all the rules you want about a dragon you sell, but they cannot be enforced by the site.
So, basically, Alyx can have whatever rules she wants on the dragons she sells, but the minute she tries to enforce them, SHE will be the one in trouble.
However, blocking people doesn't fall under, as far as I know, the 'trying to enforce the rules' umbrella, so she is perfectly within her rights to block people who don't follow said rules.
So, unless there are instances of Alyx contacting other people and harassing them (and I think at this point there would be screens of said instances) what she is doing isn't technically against the rules, because she isn't trying to enforce those rules on the people who don't follow them. She is just blocking those people to prevent them from buying further dragons from her, which, again, is perfectly within her rights to do so.
