Okay I spoke too soon, there's a clarification about "There’s a Russian anecdote about a man who loved his dog so much that when the vet told him he needed to cut the dog’s tail off he couldn’t do it all at once, so he did it an inch at a time. Don’t be that kind of manager."
So I guess that's the "cut tail by inches" thing, but I still don't understand the sound/sounded, so if anyone has any idea what that's supposed to be, please please please hypothesize.
I completely forgot about Damocles when I first saw it, and was like 'what'... Today, when my brain is awake apparently, I now know what that means.
As for the sound/sounded, I *think* they may be using sound in the sense of 'good' Like the below definition. So, basically they are saying that the developers might never give consistency criteria that are reasonable, before the developers change their mind/create new criteria for those categories.
