Yeah I think people do this because they don't want to be outright begging or asking for money in exchange for nothing- so basically "I'm doing this because I need to, but I am incentivizing you to "donate" by offering something in return." It has become more and more part of the internet lexicon these days. I'm sure it will eventually be out of favor again, just give it a bit.
