When I'm taking up a new 25, I park them in one of my Mire trainer's fodder slots, while still rotating fodder through the other slot as normal. Easier to keep hitting my usual level goal and restarting, making treasure and clearing my fodder backlog, and just let the future coli dragon pack on levels at the same time. That way you don't have to keep staring at them like you're waiting for water to boil.
Once they hit Lv 18-20ish, you can start doing things with them if you want, like try to use them as a double-fodder trainer in Boreal Woods or as the fighter half of a mage/fighter team in Golem Workshop or Forbidden Portal. It makes these venues more challenging than usual, but you're leveling trainer and trainees at the same time. Can be fun. Just make sure, if you do this and stat as you go, you don't exceed the target stats for your eventual intended build, unless you were planning to tincture them anyway.
Yeah, I always enjoy that phase. Extra challenge for extra XP! (One reason I kind of wish there was a level-lock item or option, it would be interesting to be able to have permanently <25 trainers.)
Keep in mind that the bonus from Rally is dependent on the level of the dragon casting it, so the STR goals in most guides (which give you the minimum needed to one-shot Rallied Eliminate) are going to be under what you'll need for some monsters. Be prepared to throw an extra Scratch first.
Sometimes I just level them with cheap battlestones through each venue as a team of 3. It breaks the monotony and let's you revisit some forgotten venues on the way and maybe you pick up a few friends, I know I did pick up a boss fam last time I did this.

i hadn't considered turning them into trainers themselves once they are high enough and continue leveling them that way in other venues, thanks!

I find earlier venues (esp schorched) to be worse than the later ones.
