If you have to ask, it's probably a better idea to just stay out of it, period. You may not think it's an asshole move to give advice as long as you don't look like you intend to take advantage of another user, but other users may not take kindly to unsolicited advice, even if they don't show it. Especially if the advice is directed to a specific user who didn't ask for it than a general thing that gets brought up during a regular conversation about dragon pricing.

There's nothing that sends a stronger message than them not getting a sale for a long time after all, why drag yourself into unnecessary shit?

As for other people coming in with advice and offer to buy the dragon - it really depends on how they do it. If they're backing it up with public sale(s) of similar dragon(s) between unrelated parties then I'd consider it a valid negotiating tactic. If they just came off like they're making up numbers out of thin air then yeah, it looks scummy as hell. Tbh you'd look like a busybody swooping in with your two cents either way so I'd avoid it lol.

Probably NTA but perhaps you might come off as a nosy person.
