Yeah I had that. I tried reporting veyo when I had evidence of them hyper fixating/stalking other users even onto places like facebook and the staff initially ignored my report, but when I pressed them said they couldn't take action against offsite stuff. Maybe it's their policy but if someone is stalking people they find on flight rising, aren't they at least a bit responsible? They are a notorious whale though so maybe they don't wanna ban such a big spender.
No, they're not liable for anything that isn't on their own website. If you link things like call outs onsite, that will do it, otherwise the standard of pretty much any site is "You have to talk to the staff of the website where proof of a problem exists."
You can say that Veyo was stalking other users on other sites, and give them screenshots, but they cannot verify that those screenshots weren't faked as they don't have access to edit histories.
Nor can they know the context behind it, ie whether it is something that the people in question are having 'fun' with, because again, they don't have access to tools to see whether this is a pattern or a one off, or anything.
They also cannot verify that the Veyo on Facebook is actually the Veyo on FR. I have seen instances of seeing the same username on different platforms and it being different people. Even fairly 'unique' UNs. So, you could have found (or created an account) on FB, and 'stalked' the people, and they would have no way of knowing whether it was Veyo, a random person, or someone with a vendetta against Veyo. Even if there is information on the profile with Veyo's FR UN and ID, it still isn't conclusive proof. I could put my sister's UN and ID on my FB, but it doesn't mean that I am my sister, just that I know her UN and ID.
In addition, opening up 'we will take action based upon offsite behavior' this means that they will have to start trying to 'chase down' offsite history when it is presented. IE, in order to see if that stalking behavior was actually stalking and not someone with a grudge against Veyo, they would need to delve into the account's public history and chase down leads to other sites, all of which can be hard due to privacy settings.
For action that happens on FR, privacy settings don't matter. They can see your profile, and have access to edit histories of posts, and see deleted comments, as well as most likely have access to your PMs, no matter what your settings on FR are (which right now we don't have much :P)
It is a sad reality of being on multiple sites. I know of very few sites that will want to take action based upon activity on other sites, for the reasons above. Each site has access to tools that can help them track down and get the truth about activity on their own site, but they do not have access to those tools on other sites, which makes it difficult to verify both identity and actions.

in regards to veyo i dont know what their facebook is i just know they found the facebook of a g1 hell member they hate, screenshotted some personal info i wont repeat here and was sending it to people on discord but i see now thats not nearly enough to go on
It may have been that he connected his tumblr to his FR. Then again, they may have found evidence on site about it as well, or using what they heard about his tumblr found stuff on site they could action him for (I don't really remember much about Tox, just remember hearing about him and him finally being banned)
I just used Veyo because that is the same you mentioned. It really sucks that people can get away with things like that, it would just be too easy for someone like Veyo to make accounts with the name of the G1 hell member they hate and then start posting stuff making it look like that person is doing it, and then getting them banned from the site if the staff did take action based on offsite activity.
(regarding Tox, I vaguely remember something about someone, not sure it was tox, actually talking to underage players on FR in a manner that was against TOS, so there may have been some PMs, which FR staff would have had access to, where Tox was saying things he really shouldn't have been)
FR doesn't really ban for things that take place off site. Most of the evidence against Nearku is screenshots from discord servers, which FR staff truly have no way of 100% confirming that Nearku said those things. It's a pretty good policy to stand behind imo, even if it means that there are a handful of shitters that keep slipping through. Although personally I think nearku should have been banned for those hehe haha i exalted this gen 1 imp jk not really haha are you mad?, shenanigans.
I think the only exception to this rule has been things like Tox and the frtools person.
