while i completely agree you can charge more for something you're not familiar with/good at, it's not hard to colourpick skintones from provided screenshots/existing artwork, or even ask your client to give you a swatch for the skintones without ambient lighting/shadow to sample colours from to make sure you get it right. just say hey, my turnaround will take longer and i may need extra input from you because i'm learning skintones. charging more for skintone is ridiculous even if it takes a little extra work to make sure that value interaction turns out right.
charging more should be for like... complex details (looking especially at mecha), drawing humans when you draw animals best and vice-versa, backgrounds, etc., not skintones. i hope that artist has learned better by now. :T
