Attempts to get the moral high ground aside, you realize that the staff pick these entries right? Like the other anon said, it ain’t a lottery. It makes sense to me that the staff picks what they consider the best entries every festival and frankly it’s even less fair and more “immoral” to ban someone from entering a contest because they’ve won before.
