I’ve never heard of staff renaming a closed account on request (if they did that I would think it would be more common so people can restart with the same name), but they absolutely do rename and close them if the user was under 13 at the time they made the account (even if they’re now old enough to play). Given the original name wasn’t rule-breaking in anyway, it’s looking less like they were banned for multi accounting and more like they got caught for making the account under 13 (or maybe a bit of both, but again, they don’t name change accounts on request or just because they locked it. They only change them under certain circumstances.)
