Regular week or a push/battle week? I personally count whether someone is a big exalter by their regular behavior, not by random weeks when they are more active. So I'd put the "big" exalters at 100+ dragons a week (whenever they want, not necessarily each week) which differentiates them from the (semi-)casual trainers who will not reach those numbers on a randomly picked week. The big exalters then come in their own flavors, with your 1000+ week being the "extra big" category, those that are only active during battles in "special occasion big exalters" and so on.

The other option, 1000+ a week, frankly sounds like someone's who isn't too into training imagination on what is a big exalter as I know what 1000+ dragons a week feel like and that's either someone who has no life or a push/battle week numbers.
