I mean this earnestly, maybe the person liked the dragon and decided to keep it. I know the spire comment is dubious but it is their dragon therefore the dragon can be whatever gender the current owner wants it to be.

It is shitty that they kept the dragon but FR rules state once a dragon leaves your lair it is no longer yours.
