It's exactly what you said - it's tough to boot someone when they hold all the resources. However, I agree that embers should just push for it. Their spreadsheets are formatted terribly, so its not like they'd be losing much there if they can't get access to the base sheets. It sounds like Duchess uses the vault for her own means anyway, so might as well start a new one, etc.
