Dragon-riding is an ancient trope in fiction at this point, and a large percentage of those have dragons being fully sapient in the process.
Sure humans don't exist in 'the lore' but people ignore the lore all the time.
It's not that deep, homie. Let the dragon fans have their dragon tack.
