at what/which point of time does drawing a skin NOT become a copy?

The Museum skin copying drama made me think about it a lot. There's been so many skins made over the years (and i know the angel stuff started around 2016-17ish??) that there's bound to have similar concepts with different art styles, especially with the wing / biblical / arrow / halo etc. I was looking through the database and my hoard and the same 'vibes' can come from different artists.

i wouldn't actually know it came from different artists and just assumed one of them was made later with slightly better art skills.

is it only acceptable to start drawing certain style only after a user has retired from the site / is no longer active? because the way i see it, since ado is very much still active (and museum didn't really help with copying one of their very notable skins), that "flat colour / no shading" style is sort of off limits.

i really do wanna hear you guys' thoughts on it
