"no mercs" is a non-enforceable rule imo, there will always be mercs. "no mercs with vault money" is also a fallacy, people will just not donate / donate less to be able to keep that flexibility :/ allowing mercs doesnt mean both sides will be 24/7 ordering tho (usually this does not happen)
raffle prizes agreements seem to be helpful from what i've seen, i think that one works
